The CLARITY Act, which would establish federal oversight of digital asset markets and define the regulatory roles of the SEC and CFTC, is widely viewed as the most important piece of crypto legislation currently before Congress. Supporters say passage this year is critical to providing regulatory certainty for the industry, but disagreements over specific provisions have slowed momentum.

The primary sticking point involves ethics rules related to President Trumps extensive cryptocurrency holdings, which a recent disclosure showed generated over $1.4 billion in revenue last year. Democrats, led by Senator Elizabeth Warren, have pushed for provisions that would prevent Trump and his family from profiting off digital assets, arguing that the President personal financial interests create a conflict of interest in shaping crypto policy.

Ripple, one of the industrys most prominent companies, has publicly endorsed the bill, arguing that it protects cryptocurrency users from regulatory loopholes and fraud. Without the CLARITY Act, the company said, crypto investors remain vulnerable to inconsistent enforcement and regulatory uncertainty.

The White House crypto adviser Patrick Witt, who is set to leave his position later this month for military training, has described this week as critical for the bills passage. The House has also scheduled a CLARITY Act hearing in New York on July 17, indicating that progress is being made on multiple fronts.
