A government-backed review in the United Kingdom has warned that magistrates and judges are not adequately prepared for an anticipated surge in cryptocurrency money laundering and AI-enabled fraud cases. The report highlights the growing sophistication of financial crime involving digital assets. Criminals are increasingly using cryptocurrencies to launder illicit proceeds, taking advantage of the pseudonymous nature of blockchain transactions and the global reach of crypto exchanges.
AI-enabled fraud represents an additional emerging threat, with criminals using generative AI to create convincing phishing emails, fake identities, and fraudulent documentation. The review notes that these techniques are becoming more sophisticated and harder to detect.
“The justice system needs to be prepared for a wave of cases involving complex technological evidence,” the review states. “Without proper training, there is a risk that perpetrators could evade justice simply because judges and juries cannot fully understand the technical aspects of the crimes.”
The review recommends that judicial training programs include modules on blockchain technology, cryptocurrency tracing, and the capabilities and limitations of AI. It also suggests that prosecutors develop specialized units focused on crypto and AI-enabled financial crime.
