Visa and Artemis Report Infrastructure Gaps Holding Back Autonomous AI Agent Economy

Visa and Artemis have identified significant infrastructure bottlenecks preventing broader commercial adoption of the autonomous AI agent economy, according to a joint research report. The findings highlight the challenges that must be addressed before AI agents can independently execute financial transactions at scale.

The report found that approximately 4,000 wallets drive about 90 percent of adjusted spending through the x402 protocol, with Base accounting for the bulk of activity. The x402 standard allows AI agents to make micro-payments for accessing web content, APIs, and other digital services without human intervention, but the infrastructure supporting these transactions remains nascent.

Visa has been actively involved in developing the x402 ecosystem, recently launching its own stablecoin platform that gives financial institutions access to Open USD for settling agent-to-agent transactions. The payments giant sees stablecoins as critical infrastructure for enabling micro-commerce in the coming era of autonomous AI agents.

The research estimates that adjusted x402 volume has reached approximately $19 million, a figure that Visa head of crypto Cuy Sheffield described as promising but still far below the potential addressable market. The report identifies several key gaps, including limited merchant acceptance, inconsistent settlement times across different blockchain networks, and a lack of standardized dispute resolution mechanisms.

For autonomous AI agents to function effectively in commerce, they need reliable payment rails that can handle high volumes of micro-transactions, sub-second settlement, and automated reconciliation. Current payment infrastructure, both traditional and crypto, was designed primarily for human-initiated transactions and will require significant adaptation for the agent economy.
