Patrick Witt, the Trump administration’s chief crypto policy negotiator, has deferred his military training to remain in Washington as the CLARITY Act heads to the Senate floor for what could be a decisive vote on digital asset market structure.
Witt, a Marine Corps Reserve officer, was scheduled to begin a mandatory training exercise this month but received a deferment to continue leading the administration’s engagement with Congress on the Clarity for Payment Stablecoins Act and broader market structure legislation.
The move signals the White House’s determination to secure a legislative win on crypto before the August recess. The CLARITY Act, which passed the House Financial Services Committee in June, would establish the first comprehensive federal framework for payment stablecoins and clarify the SEC and CFTC’s jurisdictional boundaries over digital assets.
“Patrick’s presence is critical right now,” a White House official said. “The next few weeks could determine whether we get a market structure bill to the president’s desk this year.”
The legislation faces a narrow path in the Senate, where Banking Committee Chair Sherrod Brown has expressed reservations about stablecoin provisions. However, a bipartisan group of senators — including Cynthia Lummis, Kirsten Gillibrand, and Tim Scott — has been negotiating a companion bill that could provide a path forward.
Witt’s deferment underscores the administration’s shifting posture on digital assets. After initially opposing the FIT21 market structure bill, the White House signaled openness to compromise legislation in recent weeks, with Witt serving as the primary liaison to Hill negotiators.
Industry lobbyists say the next three weeks are critical. “If CLARITY doesn’t move before August, it likely dies until next Congress,” said a Blockchain Association lobbyist. “The calendar is the enemy now.”
Witt’s military service deferment is routine for senior administration officials but highlights the intensity of the current legislative push. The Marine Corps Reserve typically grants such requests for officials in critical policy roles.
